Have you looked at her feet very closely and verified that there's nothing in there irritating them (burrs, cracked nail, cut or scratch, etc.)?
Is this a recent change in behavior? If so, and you didn't find anything hiding on her foot, the first thing I always recommend is a visit to the vet to determine if there is a physical or medical cause. If there is, it must be resolved before the behavior can be changed, and she might just stop on her own. If the vet cannot find anything, then we can start working on her behavior.

after you cut the nails you might consider putting bitter yuck spray on her nails to discourage this kind of behavior. also by triming her nails regularly this may also discourage the behavior as well.
